What is the difference from a jsa sanction and a universal credit sanction, do you stop getting housing benefit under the welfare reform (universal credit)

At present Housing Benefit is run as an entirely separate scheme – it has nothing to do with the DWP. Universal Credit will contain a “housing component” thus potentially bringing housing allowance the same (subject to Welfare Reform Bill approval) up to 3 year sanction period. A cynic would say that was a prime or at least of one the motivators behind the introduction of Universal Credit.
